According to The National, the mother of a parentally kidnapped two-year-old Florida girl is confident that she and her parents – all the subjects of U.S. federal warrants – will be exonerated of the underlying criminal charges and permitted to remain abroad with the child.  In August, the mother, Leslie Delbecq, took her daughter to Dubai in violation of a Florida custody decree awarding the parents joint custody of their daughter.  The court order contained explicit ne exeat provisions prohibiting the child’s removal from the United States.  Delbecq claims to have initiated custody proceedings in the UAE, but the father’s attorney says he’s received no formal notice of any such legal action.  The child’s father told The National that he was informed by the U.S. Attorney’s office that formal extradition requests have already been transmitted to the U.S. Embassy in Abu Dhabi.  READ MORE: Accused kidnap mum confident she and toddler will stay in Dubai, The National (October 8, 2011).
